What moved rent
Rent rose fastest in 1980 (8.8%) and 1981 (8.7%), at the end of a stretch when BLS says the rent index rose 7.1% a year from 1975 through 1981. BLS tied the 1980 increase to higher charges for heating oil, gas and electricity, and the slightly slower 1981 pace to moderating fuel costs. The 8.0% rise in 2023 was the largest since 1981. BLS explains that more than 80% of rental units in its sample have continuing tenants, whose rent usually does not change during a lease, so market rent increases can take longer to show up in the CPI. Rent was up 2.8% over the year to September 2026.
